Employing highly skilled migrants – new salary criteria in 2023  

The salary criteria for highly skilled migrants are adjusted on an annual basis. The new salary criteria which are applicable for the year 2023 were recently published.  

Per January 1st 2023, the following salary thresholds will apply the following criteria.  

Salary criteria 2023 

Highly skilled migrants 30 years or older: € 5,008.00 gross per month 

Highly skilled migrants younger than 30 years: € 3,672.00 gross per month 

Reduced salary criterion: € 2,631.00 gross per month 

European Blue Card: € 5,867.00 gross per month 

Please note that the above listed salary criteria are:  

• Age based;
• Gross per month, excluding 8% of holiday allowance;
• Applicable to all applications submitted on or after January 1st 2023; 
• Also applicable to applications filed for the Intra Corporate Transferee Directive (ICT) residence, work permits for short stay highly skilled migrant (less than 90 days withing a 6-month period).  

Consequently, for the applications concerning 2023 but which were filed in the current year (2022), the criteria of current year (2022) are still applicable, see below.

Criteria 2022 

Highly skilled migrants 30 years or older: € 4,840.00 gross per month 

Highly skilled migrants younger than 30 years: € 3,549.00 gross per month 

Reduced salary criterion: € 2,543.00 gross per month 

European Blue Card: € 5,670.00 gross per month
